If most BBPs turn out to not have DF powers despite being locked on impel down lvl 6, that could say two things:

1: they are haki monsters hiding their abilities

Or

2: impel down is grossly overrated and the actual strong guys are either alive and kicking or dead.

It’s about heinous actions mate, they are definitely monsters, but that doesn’t mean they “haki monsters”

and being a prisoner in ID means they got defeated and caught so surely that answers the strong guys part.
