Powers & Abilities Proof that Oda doesn't consider Luffy "stronger" just because he beats someone

I've repeated this ad nauseum, but Oda doesn't usually care about Luffy's "overall" power when beating an opponent. By reading his interviews and reading the fights, you can tell the only thing that matters to him, is "does Luffy have enough tricks up his sleeve to knock this dude out at least once?". That is very different than "does Luffy's overall skillset in combat surpass this other person's?".

Two opponents that most agree that Luffy wasn't stronger than are Enel and Crocodile, and Oda made this clear as well:

(1) Enel: "Knowing how tricky he would be to beat, I'd imagine he could reach as much as 500,000,000. Luffy was lucky to be rubber."

Oda himself admitted Luffy's win was down to mere luck due to a mismatch between their powers, not because Luffy was stronger overall in terms of combat.

(2) Crocodile: Crocodile was imprisoned....drumroll...in Level 6. Luffy was imprisoned in....Level 5. Yes, even with his superior bounty, destroying Ennies Lobby, and burning the World Government flag/declaring war on them, he was still not considered on Crocodile's level.

We know for a fact that Ace was stronger than Luffy, as Luffy himself stated it. It was also mentioned by Ivankov that the Warlords possessed the power to kill Luffy in 1 hit. This is where all the Warlords like Jinbe, Doffy, Croc or Warlord-invitees like Ace go down to (Not to mention Shiki as well). Crocodile was shown to rival these dudes in the cell and in Marineford.

To be fair a lot of battles have Oda giving Luffy new skills to beat the enemy with. That's not to say the author cares about power levels, but Luffy always has to win to move on. So it doesn't matter how strong his opponent is Oda will always give Luffy the keys to succeed. Be it gear 2/3/4, haki, or pure luck. The only exception was Marineford, but that was Oda giving Luffy a reason to get even stronger.

Besides East Blue, Oda has always created circumstances in which Luffy is either advantaged or disadvantaged, depending on the opponent at hand, or had specific abilities or stats have a consequential outcome for a fight.

The only fights that somewhat started on equal terms were Luffy vs Lucci and Luffy vs Katakuri.

Level 6 is the top dudes of One Piece. You have to be at least Top YC level to be there. All Warlords/Yonko/YCs go here.

I guess Kaido would be included as well. Luffy will have all the tools necessary to help beat him, but he himself won't surpass Kaido following his defeat. That'll come later.

So? ID levels is still not a measure of power.

Back to OTP, Pre-TS Luffy definitely had advantages in fighting people like Crocodile, Enel and Moriah. But Post-TS Luffy usually doesn't have such advantages (except Doflamingo fight where Law played a pivotal role and Cracker fight where Nami helped a lot).

Consequently, Luffy's win over Post-TS villains does make him stronger than them. Doflamingo is an exception because we don't know exactly how much damage GK made.

Only 2 people... which Oda made it clear
Coz Luffy needs water for Croco, he didnt have CoA yet and enel was obvious

Oda cares about overall power that's why he makes Luffy gets PU/something

But then once luffy has something up, he always ends up crushing these opponent except 2.
Croco got trashed them blown like fodder,
doffy trashed by g4 and blown like fodder, cracker thought stalemated Boundman, still got blown like fodder by tank man...
Doffy, yeah Luffy used G4 but it wasnt because Doffy was outclassing him or was way out of his league. He was matching him with g2 and g3 already.
G4 totally crushed Doffy. (Was never placed a league or someone luffy cant touch unlike croco and enel are logia...luffy had no haki except using some counter to their df)

Only 2 people matched luffy PUs so far in a fight voz they were clearly superior to Luffy (pre PU) in skills
The rest got crushed when luffy uses his new modes.

Level 6 is for notorious seasoned pirates.

The only reason enel and Croco could be equal to pre fe g2 and g3 or above is because they are logia.

We saw already how they got matched and beaten by luffy no gears. Luffy as rubber beat enel , water/blood luffy beat croco

Now imagine g2 and g3 with water/blood vs Croco
We saw how g2 with water stopped Crocodile easily at MF.
Or imagine post ts g2 and g3 Luffy using haki vs enel/croco...
Same results as luffy no gears... luffy wins
