Those Marines at the HQ were the 'Elite' though... the Marines as a whole probably have 10 times that number with most of them being the 5 doriki recruits.

Well, Big Mom might and should have the larger number for being more time active and for having alliances due marrying her kids.


But Kaido has smiles which are above average fodders, Shanks has his commanders which are abover average commanders... Whitebeard has well known veterans in the new world.... and bla bla, they are mostly equal in military power.
