Well, I find it easy to believe it's Judge. Sanji's defense was "nuh uh, I'm not modified", but he was.

2) Judge has a similar power.

3) Iffit Jambe was created via exoskeleton which means that Sanji needed that to "complete" his power.

4) Narratively, Queen raised it. And now we have a Germa 66 cover story.

5) Queen didn't cover Poison Pink either

Sanji didn't need the exoskeleton to complete his power and ifrit jambe wasn't created via the exoskeleton

He could've used it any point, he just didn't want his leg to disintegrate

Judge doesn't have a similar power, he uses electromagnetism

Sanji isn't a Lunarian

Neither comes from Judge, since he didn't planned giving fire abilities to Sanji at all

Oda probably just wants to make Sanji very unique in that case, "he is built different", it's all about his passion and anger at once

Don't think one can generate flames by just passion. I feel like DJ is probably an unexpected twist or mutation of the Exoskeleton and perhaps Judge didn't see it coming.
