If we are talking about science, yeah.
Queen is like a Pacifista (Vegapunk's work, with metal body and Kizaru laser) with the Germa powers (Judge's work) and bio-weapons (Caesar's work).
Obviously we have to wait to find out Vegapunk's new army to decide if that is superior to Queen, but until now Queen is at the top (left arm of the strongest creature in the world for a reason).

I agree that Queen is way stronger cyborg than the PX series. But as far as we know the PX series(excluding Kuma) is made from normal humans. Humans that have no fighting skill, no haki and DF. And he brought all of those humans to a level that they are unrivaled in paradise. Only the strongest rookies together could beat them. Queen is a strong character even without the advancements. They just push him further, the same abilities would not to the same to other people.
