I mean, depends on their enemies in the next arcs I will conclude who is stronger, but for now you don't know what Oda has in his mind, and Oda putting an unexpected bounty for Jinbe means he favoures him over Sanji. Remember Jinbe in MF acted like Zoro did on rooftop and basically saved Luffy's life.

It doesnt depend on the next arcs. This arc was enough. Jinbe couldnt even fight someone who was on the same rank as Sanji's opponent.
