Not quite, Read again. He is claiming that he "himself" will not cower at a mere Yonkou because Luffy "Will" become a PK not a PK yet.

Btw there are other characters who are waay weaker than Jimbei said this to Big Mom face to face.

Kaido actually respects strong people though, he would never talk like this about the Warlords if he considered Mihawk strong.
