Wano had artificial walls erected around it, capturing rain water until Old Wano sunk beneath the sea.
This is a small scale model of what is occurring in the entire One Piece world. The Red Line acts as artificial walls to capture rain water that causes the blues and grandline oceans to increase in volume and slowly sink the world. Giant holes from ancient weapons like Mother Flame give the water even less area to go and speed up the sinking.
The Red line was originally an ocean like the Grandline with many different islands on it. IMU in the ancient past raised these islands way above sea level to create the same artificial walls like in Wano.
IMU did this with Uranus which had the power to pull objects upwards with its tractor beam, even prior to the MF death Lazers it gained by chapter 1060. IMU probably also has a power that can summon additional rain if he wants to speed the process up. Dragons can call storms like we saw with Kaidou and IMU probably has Dragon powers.
Pluton is needed to break apart the red line into its original islands
Poseidon’s power is necessary to pull down the islands that make up the Red to sea level, causing it to reform into its natural ocean state. Luffy will need to guide her to do this after finding out the true history.
Parts of the Red Line are probably landlocked and can’t be reached by the Seakings to sink. Uranus as the flying ancient weapon is needed to sink these parts of the Red Line. Joy Boy failed his promise to the original Poseidon to guide her because he couldn’t gain control of Uranus, since IMU had it.
The alternative path to saving the world is destroying the Redline with a massive Seaquake from the Gura Awakening. This was Xebec’s plan and now Blackbeard. The problem is this plan would cause world wide devastation and loss of life from such a massive seaquake. Roger knew about this path and chose to oppose it stopping Xebec and instead search for an alternative remedy. He found the answer on Laughtale but Shirahoshi wasn’t born yet so he was too soon to implement it.
