General & Others Rank the warlords in terms of usefulness and services given to the World Government

The Shichibukai system has been created by the World Government in order to help rebalance the balance of powers in the world that was threatened by the Emperors and their crews and to give very powerful allies to the Marines.

Of course this objective was far from reached in reality as all the Warlords had no real loyalty to the WG, more or less all followed their own interests with Jinbei and Kuma being the only ones who did follow non-selfish goals, and with all of them having defied the WG to various degrees.

But which one was the closest to do what the Governement expected of them ? Which one did really the worst job as a warlord ? What is the order of the warlords when it comes to be doing the warlord job and follow the Government's orders and expectations ?

Mihawk at 4 cuz, he did the WG a favor by not attacking marines and having such a strong figure within their hands was a huge asset to the WG. Unlike Hancock or Croco, Capturing Mihawk even with the help of a single admiral is difficult.

Actually useful:
  1. Doffy: He provided a method for WG to procure kairoseki.
  2. Jinbei: He played the fishman ambassador for quite some time while WG did shit for FI.
  3. Kuma: He has provided the blueprint of Pacifista for WG in some way.
  4. Mihawk: He strengthened the fame of Shichibukai solely by being a part of it.
Not useful:
  1. Crocodile: Not only did he do nothing, he actually started the fall of dominoes.
  2. Moria: Too incompetent to do anything for WG
  3. Hancock: Too full of herself to do anything WG asks of her.

1. Kuma: Actually followed every order from the WG (unless the SHs were involved at least), was the base for the Pacifista project which greatly strengthened their military might and made him a completely obidient puppet.

2. Jinbe: Was probably the second most loyal since being in good terms with the WG was for the benefit of his people which is what he was ultimately aiming for.

3. Moria: Spent several years getting rid of famous pirate crews as a byproduct of his zombie creation entreprise (kind of a weird one since he would've probably turned against the WG as soon as the title wasn't needed anymore).

4. Doflamingo: The WG was involved in dealings with him in the underworld market.

5. Crocodile: Kept Alabasta (WG affiliated country) free of pirate attacks even though it was just a way to gain the trust of the citizens.

6. Mihawk: Only seemed to get things done on a whim. Spent most of his time chillin at his place until boredom hit.

7. Hancock: Didn't seem to respect the WG's orders at all...

But yeah at the end of the day, fighting strength is what the WG valued the most in the Shichibukai which is why they got rid of Moria even though his services over the years have almost certainly been more consistant than say Mihawk's.

Mihawk is the most useful

Strenght is everything in the Shichibukai system :)

That's why Sengoku was afraid of losing face because of Crocodile's disastrous defeat
I agree with this... the main goal of the group was as a threat an military might if needed an Mihawk alone gave the group the respect it had. Not to mention that he did destroy pirates.

Kuma shouldn't be explained, Doflamingo was a powerful asset in the New World Underground which helped the WG keep ties with the Yonko without losing face , Jinbei was helping the WG keep ties with Fishman Island, Mihawk's strength alone made him useful and he occasionally gets rid of Powerful Pirates, Like how he prevented a Potential Rookie in Don Krieg

Hancock wasn't really useful however she was seen as the key to integrate Amazon Lily to the World Government, Moria was defeating a lot of Pirates and stealing their shadows even if he became too weak

I am Conflicted with Crocodile because on one hand he saved Alabasta from being destroyed by the Pirate Age, with Alabasta being one of the World Government's biggest strongholds in the Grandline. on the other hand he only did it so he can turn it into a Third World Country and caused a Civil war in it so he can steal Pluton

Crocodile Hancock and Moriah are fairly interchangeable tbh in usefulness

Then there’s Weevil. Bakkin only wanted him to be a Shichibukai so the WG wouldn’t have an excuse to lock them both up.
Buggy was a deterrent, sometimes a symbol has more value than pure power, he is like King in One Punch Man though I still belive that he is actually strong but undermines himself being coward, no swordman can do shit to him. his paramecia is top notch

1 Doffy - Because of his command of the Underworld trade and his connection with the Celestial Dragons;
2 Kuma - as part of the Pacifista project, but this could prove to be not usefull at all if his and Vegapunk motivations where show in the future as a plan against the WG;
3 Jinbei - as a way to improve the relations of the WG with the Fishmans;

Mihawk, Hancock, Croco, Moria and even the posTS Law and Weevil are more or less strong, and that made a big part of being a Shichibukai, but they dont have some sort of especial role in the WG plans.

Buggy dont seems to be usefull at all, as he user his title to recruit pirates and isnt even strong

1. Doffy: From an Underworld operations perspective, he was kinda the glue

2. Mihawk: Cuts down pirate fleets just cuz he's bored. As long as their name doesnt start with a 'Shanks', he'll keep Yoru well fed

3. Moria: Not so much useful, just not as harmful as about everyone else

4. Jinbei: Good for Fishman/Human relations, but loses points for siding w/ Luffy

5. Croco-Boy: He was trying to reawaken something the WG is still trying to bury

6. Hancock: Brought the man that led a massive jailbreak

7. Kuma: By far the worst from the WG perspective. He was an informant to the man the WG deemed the most dangerous in the world
