From most to least -
1. Jack - by far. Didn't show any remorse about destroying Zou and killed civilians.
2. Kanjuro
3. Queen - Ice Oni. And then gave orders to kill/tried to kill Otama himself for no reason other than her speaking in front of the performance floor. Also killed a lot of henchmen for betrayal.
4. King - He tried to kill Momo. Also killed/maimed a lot of henchmen for betrayal and while attacking Zoro relentlessly with airslashes after his mask started to crack.
5. Katakuri - killing the chefs for seeing his face.
6. Oven/Perospero - don't see much of a difference between the two.
7. Ulti - tried to kill Otama.
9. Apoo/Hawkins - They betray other people's trust but at the end of the day, they are just looking out for themselves. Hawkins is slightly more evil since he doesn't think twice about using other people's lives to protect himself.

Jack- the man very nearly succeeded in genoicide.
Queen- overseeing the torture at Udon, using chemical weapons in the form of plagues
Kanjuro- did have a shit life that slightly excused his actions, but still has greatly contributed towards allowing Kaido and Orochi to oppress Wano
King- hasn’t actually done anything all that bad on screen, attacking indiscriminately would be the worse, but should have done things as bad as Jack and Queen
Apoo- treacherous little rodent
Hawkins- his fighting style of holding people’s friends hostage doesn’t agree with me
Ulti- beat up a kid
Katakuri- beat up those chefs because he’s self-conscious
Perospero/Oven- just sort of bad guys, haven’t done anything stand out evil (#PerosperoDidNothingWrong)
