I do it because of Sabo. Sabo and Ace were portrayed as equals throughout their life. And I don’t think the two years between Aces death and Dressrosa would account for a big difference in power. Plus with how strong Pre Mera Sabo was portrayed I put him above Marco as well.
Now that portrayal is out of the way the manga shows us that Ace and Blackbeards fight engulfed an entire island in its power. That level of power is something beyond what was shown as commanders.
Not to mention this was a fight against the man who scarred someone who was dueling with the worlds strongest swordsman.
Finally to see the growth, Ace was already on par with water jinbe prior to joining the WB Pirates. Meaning he was already on the peak of mid tier to the bottom of commander tier. Finally, we know from there he fought whitebeard countless times, growing stronger each time.
If you believe the ace novels which show what happened while Ace was on WBs ship, it shows how insane his strength truly was. If not, it doesn’t discount that the BB fight showed ace with a level of offense that is beyond the commanders.
The only reason Ace gets undersold is because he’s from a time prior to haki and many people overrate haki.

Also what makes Banaro Island significantly smaller than Dressrosa? Oda never gave sizes and you can’t go based on look because odas sizes are all over the place. Not to mention Entei is an attack that can actually be used in combat meanwhile bird cage has zero effect on an actual fight.
Doffys god strings were his ultimate attack and it didn’t have anywheres near the ultimate power as Entei.
Again, who said he didn't grow during a Timeskip of two years? Sabo's not an established veteran, he's is a rising youngster who's growth rate is comparable to Ace's own.

He's weaker than Jozu, Marco, Vista. Idk about the rest, since Rakuyo and etc are featless.
