Syrup Village: 6/10 - Meh who cares
Baratie: 7/10 - Not bad
Arlong Park: 9/10 - Great arc. Loved Nami's storyline and the Fishman pirates were great
Loguetown: 8/10 - Good stuff, this is where the journey really began
Whiskey Peak: 7/10 - Pretty good stuff here, more of a setup arc for Alabasta
Little Garden: 7/10 - This was ok
Drum Island: 5/10 - Didn't like it, don't care about Chopper, shit arc
Alabasta: 10/10 - This is where One Piece really started for me. Great storyline with Vivi, Zoro vs Mr. 1 and Luffy vs Crocodile were both dope fight scenes
Jaya/Skypiea: 7.5/10 - Pretty good stuff, Enel was cool, good history with Nico Robin and poneglyphs
Foxy: 6/10 - Trash arc who cares
Water Seven/Enies Lobby: 10/10 - Great stuff, Franky was cool, everything with Usopp/Luffy was dope, Zoro vs Kaku & Luffy vs Lucci were both EPIC as fuck, Nico Robin's storyline was amazing I love her and wish Oda would do more with her
Thriller Bark: 8/10 - Kuma and the final battle with Moria saved the arc at the end. Good stuff with Zoro and Ryuma.
Sabaody: 9/10 - Great supernova stuff and Luffy attacking the Celestial Dragon. Awesome stuff with Kuma.
Amazon Lilly: 8/10 - Loved all the Boa Hancock stuff
Impel Down: 8/10 - Great escape and rescue arc, nice confrontation between Luffy and Blackbeard
Marineford: 10/10 - Fuckin EPIC, Ace death scene was awesome and sad at the same time, great fight scenes, big implications for the overall OP storyline, Shanks appearance was insane
Fishman Island: 8/10 - Pretty good stuff, Sanji's parts were hilarious and the final battle was ok
Punk Hazard: 8/10 - Great showcase for Law, Smoker looked good, Caesar Clown was cool
Dressrosa: 8/10 - Doflamingo is the fuckin man, Gear 4th was lit
Zou: 8/10 - This was pretty good, loved the history being told
Whole Cake: 8.5/10 - Disappointed with Sanji, but overall a great tea party and great Katakuri/Luffy fight, Snakeman was lit, good showcase for Capone, Big Mom was fine just a little too much wedding caking
Wano Kuni so far: 8/10 - Kaido has been a little disappointing as Oda set him up as way more intimidating pre-Wano, but the storyline is not bad at all, loving all the characters so far, not too big of a fan of Oden injuring Kaido he's a shit character, loving Kaido's commanders, this is setting up to be a 10/10 arc in the end, we should be getting a lot of greatness coming up
These are all my opinions, so I won't get into a back and forth, but here are my positions:
Marineford fleshed out the world and scale and set up so many things, it's a feat of manga engineering with all the moving pieces, WB's charisma was amazing and Luffy/Ace/Garp's story was magnificent. I could understand downgrading it to a 9 as it probably doesn't quite match up to some of the other 10s, but it is perfect for what it is.
There was no mishandling of Sanji in WCI, having a shoe-horned 1vs1 didn't make sense narratively, and him having some haki blooming moment while Zoro was chilling would mess up their equality of strength.
WCI has some of the best emotional moments post skip (I can't be pirate king without you, luffy trying to rip his arms to free, Pedro and Roger talking about ushering in a new age), and the best fight scene in all of One Piece and one of the best antagonists in One Piece.
WCI has some of the best hype moments in One Piece, with Brook's clutch moments standing out, Big Mom being stronger than a giant warrior at 5, Big Mom eating people unknowingly in her backstory, Jinbe defying Big Mom, Luffy demanding Jinbe return alive even if it kills him, Luffy calling Big Mom a sore loser, Luffy recognizing that he must ascend by fighting greater foes, Luffy destroying the mirror to protect his crew, Luffy unlocking future sight, Luffy getting credit for it all. The sheer emotional roller coaster this arc takes you on is insane.
When I read it weekly it was meh to me, but re-reading it and watching the anime have cemented this as my favorite post-ts arc so far.

Just because Katakuri isn't evil doesn't mean he wasn't in Luffy's way, both literally and figuratively.
I actually disliked all post time skip arcs when i read them weekly but after re-reading them in full i give all of them a 7 or 8.
Marineford on the other hand just seem to get worse on re-reads with the intital hype and excitement gone since you know what´s happening on a re-read so you don´t get as hype and excited.

I really like to see that we are all have a common opinion for enies lobby and water 7 arc. It was definitely a decent arc. Damn I miss that decent writing by Oda.

Honestly don´t think they have been that bad this arc. Big Mom has redeemed herself a lot by proving herself to be able to fight on par with Kaido and as for her crew, yeah they are still taking L´s but to be fair this time it´s by skilled and intelligent fighters like Marco and King.

It's abundantly clear that Oda came up with this idea very late and just somehow forced it in.
The fight itself has zero buildup, no emotional impact whatsoever (heck, Katakuri himself was introduced very late in the arc) and isn't even properly executed. A fight over 15 chapters, with Katakuri completely toying with Luffy for like 14 1/2 chapters and Luffy then somehow winning in 1/2 chapter (aka like 5-10 on-screen punches) in the end.
Hm, just being lazy and not explaining anything...
Well, except that what I mean with a perfect score doesn't really mean perfect, just that 10/10 represents the ideal arc I'd recommend without hesitation for someone looking to "get" One Piece.
Wano is clearly the worst arc. 75 chapters of boredom, the only thing i wouldn't change is Queen (except for his super meh fruit ).
Oda has just made the worst possible decision in any single scenario
