I'll come back and rate them later after thinking about it, but I'll point out each of their devil fruits' strengths and weaknesses as just food for thought first.
Marco- has regen, healing and flying abilities but doesn't seem to be capable of hurtful damage attacks, like his blue fire doesn't burn hot like aces. Still, probably the devil fruit among the commanders that gives the most bang for your buck
Katakuri- very versatile devil fruit and is like a better alternative to luffy's gum gum fruit, it's only weakness is how powerful the mochi fruit is completely dependant on how well it's trained by the user, in this case Katakuri is very good at using it and its among one of the most versatile paramecia devil fruits, even stronger with awakening.
Smoothie- can juice people, suck them of their liquids and store in her own body to make herself become bigger, its does the same as crocodile's sand fruit, but trades logia invulnerability for size advantage
Jozu - diamond hardness that can encompass his whole body, but still needs to leave one of his eyes undiamondfied to be able to see in battle, isn't immune to freezing, great for brawler and hand to hand combat. Probably can tank most sword/physical attacks which is nice
Cracker- can make many armour and biscuit soldiers but is weak to water
Devon - nine tails fox fruit which so far we only know can transform herself into other people, don't know how good it is in a real fight since I don't believe it can take on the inpersonated person's skills and abilities, too soon to tell
King- can fly and has good leg strength just like Marco, but doesn't have his regen and healing abilities, but can somehow use fire attacks?
Queen- gives queen a long and thicc neck and allows him to use brachio bombs attack out our of his mouth like a cannon, as a ancient zoan it also makes him naturally strong and sturdy
Jack- a wooly mammoth/ugly hairy elephant as his brothers would probably call him, all I've seen him do is swing his furry trunk and stomp his feet. He might be less affected by water if he can suck up all the water with his nose. Might also do better in the cold or against kuzan's ice considering he's a mammoth.
Shiryu- can turn himself invisible as well as other objects/people too, but hasn't shown to learn the ability yet. Might not be as effective against observation haki and future sight users though, also useless against blind people like fujitora.
Ace- I'll throw him in here as well considering he was a yonko commander too. His mera mera no mi is among the strongest of the logia classes in terms of destructive damage output, along with akainu's lava and enel's lighting. Better damage than Marco but won't survive against akainu's lava.

That's Luffy's potential not his fruit potential! Strong people will be strong even with weak DF, strength doesn't necessarily always come from DFs, Luffy has developed his DF a lot but his DF is not strong not even amongst YCs but his DF is not weak ether. But just for example, if Luffy had Akainu's or Kaido's DF he would already be Yonko level, this is how fucked up abilities top tiers have.
I'm surprised that the "mera mera fruit" of Ace was not mentioned... but maybe you meant from people who are alive?
In anycase, Marco reigns supreme on that throne for me

Well i know the eight headed serpent is a japanese mythological creature. Could have venom maybe? Or may be similar to a hydra in which case what you said would make more sense
