Because Jabra was the only Tekkai user in CP9 who could move (he was calling it Tekkai Kenpo), which means using CoA is harder to use it while moving.
Barrier is defensive, you can't move it while using,
Internal destruction is offensive, you need to use it while moving, which means a harder technique.
Look how Marigold uses Barrier CoA, she doesn't move, only uses defensively, she could use it at offense without touching Luffy but she never did. If Tekkai logic applies here, then Internal Destruction is harder to use.
When she attacks, she definitely touches Luffy with his weapon;
