chances are, swords fed with mythical zoans can rival black blades. Especially if that devil fruit can be awakened by a powerful swordsman.
In any case, black blades are going to be a tool that zoro uses, his final opponent does not necessarily need to also possess the same skillset.

He wasn't necessarily unbeatable, Zoro defeated a strong swordsman in Fishman Island too
The thing is Thriller Bark is like the set up behind the existence of the post timeskip, thats why i think there is a lot of foreshadow there (and there actually is, just look at Absalom and the invisibility DF)

Problem is that Sanji defeating an Admiral wouldn't be counted as "the most dangerous for the marines" because if Luffy, Zoro, and Sanji defeat an Admiral then they would get equal achievements. Sanji doesn't have an outlier here.
Only ways for Sanji to prove as being the most dangerous is through:
- Defeating more than one Admiral (which is virtually impossible as Oda respects the Admirals and you know Oda's treatment with Sanji)
- Destroying Uranus (parallel to Sanji destroying Enel's Ark Maxim, Uranus is most likely the ancient weapon that Imu is using to erase islands from history, plus the fact that people around the world including the World Government shat their pants when they heard the name "Ancient Weapon" so Sanji destroying Uranus would etch his name into history that future generations would remember, and this is probably the most likest option for Sanji)
- Expose Imu in public (imagine Sanji using 4K camera to take screenshots of Imu then livestream it in public lmao, although I think this is something Buggy would do to parallel Marineford)
- Mythical fiery bird (whatever it is, I don't think Sanji's mythical fiery bird transformation would prove a huge threat to the WG considering how they already wanked Nika unless Oda retconned the story and said something like, "There used to be a mythical fiery bird that fight alongside Joyboy/Nika.")
- Maintaining world balance (if Sanji breaks the Red Line and unify all the seas together around the world, that could prove to be a huge threat)

-Zoro is going to be the WSS, so his Top Tier opponent needs to be Mihawk
-Luffy is obviously going to be the Pirate King, so he will fight whoever has a chance of stopping him from achieving that.
This one might be the most ambiguous one because there could arguably exist more than one possible final opponent for Luffy here, the most obvious one for most people would be Blackbeard, but Akainu or maaaybe Imu are also possible options, since they also might end up being one Luffy's biggest pain in the ass preventing him from achieving his goals (especially Akainu tho, in my opinion). Anyway, he is the main character so you can expect a lot of things
