Obviously Red Roc is the G3 version of Red Hawk. Whatever mechanism Luffy uses for Red Hawk to engulf his arm in flames, he now uses for Gear 3.
But there is something that the scans cleared up. It is actually Red Roc, where a "Roc" is a large mythological bird from the middle east.
So he went from from Red Hawk, which is a "normal" sized brey, to Red Roc, a MASSIVE bird from mythology.
HOWEVER, there is some wordplay here, as is common in Oda's moves. A "redhawk" is also a PISTOL, obviously playing on the fact, that Luffy's signature move was the "Gum Gum Pistol", and the Kanji reading "Fire Pistol" paying tribute to Ace as "Hiiken" is written the same.
Since "Rock" and "Roc" are written the same way in Japanese, it could be a double world play referring to the giant bird + the fact that his fist looks like a giant boulder.
