Haki is overall better because it enhances/amplifies your physicals, and works to pretty much improve you in every stat besides speed.
You can overcome poor/average durability with strong haki. You can increase AP by multiple factors through strong haki. You can improve defense & even range with haki now that we know about Ryuo. There's even a technique that literally can negate some DF abilities.
However...
I think a Devil Fruit can allow someone to box with people who ordinarily would be out of their league, either via match-up or simply via hax. Which, imo, can make up the difference if the person has a good enough DF and has sufficient mastery over it.

however I think the fanbase wrongly interprets that statement to imply the person with stronger haki is the superior fighter but in reality it's not how things go.
Devil fruits , genetic makeup of characters ( lunarians for example) etc
those other things tally up how strong a character is.
kaido didnt lose to luffy because his haki was superior , on the contrary it was inferior , luffy's df awakening was just that much more impressive.
same thing with his victory over katakuri.

You have some misleading believes towards haki.
Haki isn't literally ambition. Luffy aims for Pirate King since as kid. He didn't even had haki back then and once he learned his haki was weak. So having a strong ambition doesn't make you strong. Ace had everything to be next Roger for example. Or even next WB.
Truth is that DF gives you an advantage on most situations. Oda barely exploit DF disadvantages that is to drown underwater.
But Oda nerfs DF users to be matched by haki only users. For example, narratively Zoans were suppose to be the top class of DF and fighters. They are perfectly able to be as strong as a haki user but they have the enhancement of their Zoan DF.
Not surprisingly Kaido was WSC.
