a opinion 1 : revolutionary army iz forgived becoz :
-blak beard piratez used surprize atak..
-blakbeard alone may defeat lot of soldiers from revolutiory via his evil fruit powers..
-posible absense of monkey d dragon who was in other mision..(sabo too)..
