It’s highly likely I feel Revolutionary Army were the ones to shot down Buster call ship . Note Marines were extra concerned about them .
It’s not easy to shoot down buster call ship that’s a huge naval fleet it definitely require huge force and backing to shot down a marine ship .
Many theorised it’s BB because we saw them in earlier chapter it’s classic red herring . It doesn’t make sense why would BB suddenly aid luffy ? We know he is upto something but he won’t play his game so quickly . Highly doubt he would order which would risk him into enter the war .
Grand fleet is another choice but none of the crew have assembled so far and they have no idea where Luffy is .

We know Dragon has Devil fruit ability which was prime reason he was able to safely relocate from Baltigo to Kambakka that’s a fast move . If he has Wind DF it’s very possible he may have already made his move and reached Egghead .
But sure question arises how did he arrive in such short time this is truly up in the air ? He has battalion and ships to actually strike down a naval fleet .
I think story point of view and the flashback it has to be Dragon or imo it makes no sense if he doesn’t arrive in Egghead to save his old friends .
