Roger knew his "end was nigh" and hadn't seen WB for a while. He didn't think he'd see him again so of course they indulged him.
WB was still raising a family. His crew wasn't on par with Roger's even if he was, as highly as I think of Marco, Jozu and Vista. Peak for peak, their numbers have done the trick.

With all that being said, the difference will be there clear as day for normal readers. Like Kaku becoming a Masked CPO with Lucci rather than paired with Jabra, Mr 1 becoming Crocodiles first mate with no regards for Mr 2, Kaidos respect for King. Queen himself admitting King is way beyond him/unbeatable.
Regarding this I've a wee theory.
199 cm - Two handed Shanks
198 cm - Mihawk
197 cm - One handed Shanks
In other words Mihawk is in name and reality the strongest BUT it's due to Shanks giving up an arm. They were 99.5 % equals before the arm, they still are 99.5 % equals after the arm but the strength relationship got reversed. Mihawk knows this and feels it's unfair to battle with Shanks because of this literal handicap.

Like oda basiacly saying not only that shanks is only weaker than mihawk cause he sacrificed his strength for the new generation, this also means Mihawk is stronger than a subpaar version of Shanks gimping him severly than a "prime shanks" as his whole powerlevel is tied to shanks

Anyways, to all my fellow Zoro bros who stumbled, fell down, were kicked around in the last chapter.
We were through this before when our beloved ZKK crashed and burnt. We were rediculed, mocked, laughed at. But we stood strong, we held our ground, and bounced the fuck back when the bounties came out.
