This is not a Zoro defence post, read till the end, just correcting people that don't know English
1. counterpart does not literally mean “equivalent” this is simply untrue, it means a person shares the same function (pay attention here) in a DIFFERENT situation.
To give an extremely clear example:
Both the left and right arms of a boxer are essential and serve equally important roles that they share (counterparts), both can be used to block for example and both can be used to strike.
However they serve that same function in different scenarios, although the left hand is just as important for setting up jabs and measure distance for example, it’s not the power tool like the right arm is. Because the right arm is stronger its job is to take aim and land the KO once the left arm has done its job in gauging the distance.
Conclusion: same function, different scenarios. Zoro could have higher AP than sanji eos for example, sanj can have better obs haki.
2. The caviat in this scenario, is that you can argue both are overall equally strong in different ways, e.g sanji can have better observation and be faster than Zoro, whereas Zoro's armament is much better and his attacks are stronger.
Even if narratively Zoro and Sanji are relative, by the end of the series we will have the feats to compare to say who is stronger from a power-scaling perspective.
You can do this to talk about the nuance of it, there is nothing cope about that. And you could in fact go "technically Zoro is stronger" if that is the case EoS.
3. However if a direct comparison is made between the two EoS like now, then narratively there wont be much to speculate on. If the recurring narrative is that Sanji will always extreme diff Zoro this means that:
Sanji will be > Mihawk & Shanks EoS, if you are a Ryuuma-tard and think he's above everyone besides joyboy, it means Sanji could give Ryuuma a good run for his money as well for example. If you are a Kaido tard, guess what, Sanji > Kaido. If you are an Akainu tard guess what, Sanji > Akainu
I say this as a Sanji hater. What ever Oda wants, he will justify narratively whether we think it's lazy or a bad way to do it or not.

Alsox2, it's a no brainer Oda values the narrative more than any of this. Don't assume just because someone doesn't like the powerscaling in a series, that they must be somehow inept at understanding the narrative, they can just dislike how certain things end up:
