Yeah they always have. Luffy Kid Law alliance defeated two emperors totaling 8.9 billion, hence they get a total of 9 billion. Zoro alone beat a commander worth 1.39 billion hence he’ll get a total worth over that. Sanji alone beat a commander worth 1.32 billion hence he’ll get a total worth over that.

Luffy having only 3 B is the perfect setup for having
-Zoro above 1B
-Sanji below 1B

1 billion is a very important threshold

We can identify 3 important thresholds:
- first bounty threshold
- 100+ million bounty threshold
- 1 B bounty threshold

So for the first bounty threshold we had:
-Luffy getting his first bounty alone before everyone else
-Zoro getting his first bounty after Luffy but before everyone else
-While Sanji got his first bounty with the other members of the crew and after Zoro

For the 100+ million threshold:
-Luffy got a 100+ bounty before everyone else
-Zoro got a 100+ bounty after Luffy but before everyone else
-Sanji cracked this threshold after Zori, alongside other crewmembers such as Robin and Usop


Here comes the speculation. What about the 1+ B threshold?
-Luffy was the first one to ever get a 1+ B bounty
-Zoro will have his 1+ B bounty after Luffy and before everyone else
-Sanji will get his 1+ B bounty after Zoro and alongside other crewmembers which I speculate to be Jinbe, Yamato and Usop. So not in this arc basically.

However I feel like I am a little bit indecisive about the last threshold, it could be also 1.5+ B

So either I expect to Zoro cracking 1.5B and Sanji not or Zoro cracking 1B and Sanji not
