Again, Lucci is to much a professional.

I won't be surprised in the slightest if Lucci and Kaku meet Robin and they help her to run away because the Government is after her and they have their own agenda against it for revenge and even justice. Until they are confirmed as bad guys again, I completely fail to see how their defeat as CP9 members plus their cover story actually helping people lead to turning them into even more dangerous agents. I'm not buying this at all and I doubt Oda is repeating CP9 plot.
