she probably is already awakened because she can spawn body parts far away from her body, off of other people, and make multiple independent clones of herself. she's shown mastery of her devil fruit for a long time.
and she clearly has at least observation haki because she uses it in dressrosa. there is a scene where luffy says Rebecca has "Good" observation haki for being able to react to Cavendish's speed even though she still gets hit. Robin soon after has a similar scene where theres a panel on her eyes reacting, and then she immediately disables Cavendish before he even gets close. So if Rebecca's CoO is "Good", Robin's is better.
also black maria is confirmed to have CoO and CoA and Robin beat her. So even if Demonio WASNT Hardening/koka, she still used Armament to crush her.

usopp sniped people in the beginning of wano as soon as they entered onigashima. he disabled the guards in their sniper perches before they saw him, and no one else saw the guards iirc

As for why it hasn't been addressed yet, robin probably doesn't think it matters to bring up. She doesn't even talk about actually important information from poneglyphs why would she stop everyone to tell them she has haki now?
