Yeah I asked myself whether inflation plays a role too and then there are things like Buggy being the face of a yonko crew but not having a matching bounty for it since Mihawks is higher.
So there are kinda unproportions everywhere.
100 mill for renown Giant warriors captains? Wtf.
So Rocks could realistically be anything from 500 mill to 5 bill.

Think Roger had the highest bounty ever, with WB being the only other one to break the 5b range. And of course Teach and Luffy will both get to the 5b.
Rocks to me could have a 4b, because If he had a 5b ir higher, than Roger one wouldnt be only 5.6b.
And think would be better if Oda never show Rocks bounty, to keep this mistery over him

I remember the same thing was said about Yonkou a long time ago and see now Yonkou have 4billion+ bounties.
Xebec sure had a bounty. Dude was the n°1 priority 38 years ago. I'm sure the WG had to mobilize all its ressources to stop him, including putting the highest bounty (at that time) on his head.
(At this point in the manga, I think bounty is less for bounty hunters but more for Marines to know who they have to chase in priority).

If we count God Valley annihilated by Imu to erase the existence of Xebec, Then there must be prohibited to say Xebec Existence... Even though He was Higher than Roger peak Bounty. Even though...
I pick 6B (Roku) for Rokkusu D Xebec. If we go nitpicking, 6.93B. He was the man whose 7 notable crews were troublesome like BM, Shiki, Ginfu, Ochoku, Kaido, WB, John.
