I think we've seen enough now to make that statement:

Oda is NOT portraying Rocks and his crew of nutjobs as villains.

Heck, Oda actually portrays them as somewhat lovable rowdies: They are protecting and worshipping Shakky, they are going after corrupt organisations (the scumbag monastery), they're respecting guys like Garp and they genuinely seemed like chaotic, but cool and funny guys back then.

Oda does however, in stark contrast to the Rocks pirates, once again portrait the inner circle of the WG (Imu, Gorosei, CDs) as source of all evil.

This is precisely why - after seeing this flashback so far - I'm more convinced than ever that Imu is indeed going to be the final villain and not Blackbeard/Rocks.

What is your take on this after the recent developments?

Sure, but that's why as soon as Oda Introduced Xebec knowing that Readers are about to find out how Cool He is, what did He do?
He mentioned another Pirate to replace Xebec as the New Candidate to play Role of "Super Evil" Pirate,
And that's none other than Davy Jones,

So nothing changed, it's just that Xebec Mystery got replaced by Davy Jones Mystery now.

Just because there are worse people that doesn't mean they are not evil. Is like saying Doffy was not a villain because Kaido is much worse.

Oda portrays good pirates as the likes of Strawhats, Red Hair Pirates, Roger Pirates and I'd say even Law pirates. They don't harm civilians/innocent people, only other pirates and marines that attacks them.

We also see that duality in Harald's development. He used to be a Xebec at his early ages and after Ida he became more like Roger. Well not the best comparison but you can get the idea.

Ida herself implied in this very chapter that Xebec is not a good influence for Harald.

I don't think so. So far Davy Jones is not interest to me.

I don't think modern sensibilities are the actual problem. Imu deals almost exclusively on modern sensibilities, the World Government offends modern sensibilities.

I'm pretty sure the story doesn't care about modern sensibilities and will, in fact, go into elaborate ancient beliefs which had led to the creation of ancient weapons and one piece. This is the actual disaster that exists. Whether Imu wins or loses, the actual disasters - the ancient weapons - still exist and so do the people who made them.

Luffy and Blackbeard represent those people.

Imu is the final villain i agree but Oda also handles Xebec as a villain just not in traditional sense. We feel he isnt that bad because we saw his reputation before seeing him as a really bad guy. Unlike his reputation Xebec is charismatic (waaaaay more than his son), wants to destroy the WG and he has a code of honor with Harald. Still at the end of the day he is still a ruthless pirate who terrorised the seas and the other nations recklessly. He was Rogers villain like BB will be to Luffys but we have seen the REAL villain isnt Rocks or BB its Imu and the WG.
