Rocks D Xebec led the strongest crew in history so far. Rocks Having under him Young WB, BM and Kaido
and also Shiki was part of rocks.
He was Roger's first and formidable rival
It took Garp and Navy + Roger and his crew to take down Rocks pirates

Their fame and strength, records were so great and cruel that WG hid and erased their existence and feats
They even erased God valley from the Map just to keep people from knowing this legendary crew.

Can any crew surpass them? Not even Roger pk crew was hailed to be this strong.
This tells me:
PK roger>= Rocks > 38 years ago Roger
Young WB>Prime Rayleigh,
Young BM>Oden+ scupper
young Kaido>Shanks and others

BM Kaido and WB were strong then but no one of them was in their prime (WB was 36 and was the oldest of the 3 in OP you hit your prime around 40 to 50)

BM and Kaido are now monsters compared to 38 years ago (according to Sengoku) on top of that they also have 2 very strong crews so just these 2:
BM + Kaido + their military power should be more or less as strong as the Rocks in the past (if not stronger) and keep in mind that he said "their alliance MIGHT lead to the formation of the worst crew in the world" meaning that now they are sure OP but they will attract others to join them (maybe new ones or former crewmates) and with them they will surpass the Rocks

From where this comes? Sengoku showed all bounty, including Roger's and WB just to show that Kaido+BM together are stronger than even Roger, but with that he also showed that Roger and WB alone was stronger than both of em alone. While no one said that Kaido and Big Mom are stronger than Rocks, he just said that Kaido+BM= Rocks 2.0. So that actually proves that Rocks=BM+Kaido>PK Roger>WB>Kaido>BM>Shanks>Teach.
So for me now the one trully KP was always one Rocks D Xaboc:smithnie:

WB was not in his prime during Rocks 1.0.

There is no pirate greater than Edward Newgate and Gol D. Roger, in the history of One Piece. With that ssaid, I do not believe his crew was stronger than Roger's, but stronger than Whitebeard's sure.

that being said only because WG wiped out whole history about Xebec and Rocks pirates, like this crew has never exist, while now we got confirmation that Greatest Opponent of all time for Roger was Xebec.

You can't be sure, case you don't have any proves to say that. What if Rocks bounty would be similar to Dragons bounty? What if Dragon is actually most wanted criminal today, and has bounty highter than Roger?
