Time and time again we see Oda give half truths and later giving us the full story later. With Jinbei, the Rumbar Pirates, Noland, and Fisher Tiger, just to name a few. I believe the same thing about the defeat of the Rocks Pirates.
The truth is that Roger and Garp teamed up, and by the end the Rocks Pirates were had disbanded. But I don't believe Roger and Garp were the sole cause of it. Garp and Roger probably did defeat Xebec and possibly a few of his underlings, but the big players Big mom, Shiki, Whitebeard, and others had already disbanded before that, possibly just before, or even it was the collapse of the Rocks Pirates as a whole that was the catalyst for the Team up to begin with.
My theory.
Xebec tried to betray Whitebeard and kill him, but he survived with the help of Neptune, and his rampage against Xebec lead to the break up of the Rocks Pirates. That is why none of the main players were captured or jailed and continued to rule the seas.
Why did Xebec try and double cross Whitebeard? Because Whitebeard was against slavery and the slave trade. In the Ace novels it is stated that Whitebeard prohibited Slavery on his Islands, and we know from Sengoku that Xebec was trying to deal in Slaves, with Whitebeard having the strongest moral code of the Rocks Pirates he was the biggest obstacle in Xebec's way.
That's why Garp doesn't like to talk about the Rocks Pirates defeat, because like Smoker he doesn't like to take credit for something he didn't do, and was probably forced to by the WG and the Marines. As for Whitebeard I don't think wanted to get credit for it because it was too much hassle, like how he didn't like engaging with the Marines needlessly.
It also hints at Xebec's Devil Fruit, the Virus/Germ fruit. Infecting Roger as a young man/boy, and Infecting Whitebeard on that day, that's why Roger didn't care about the future because he was sick for a very long time but had the Willpower to become the Pirate King, and why Roger and Whitebeard were sharing a drink on the island with the Cherry Petals, because they were both sick thanks to Xebec.
