The issue is how everyone hypes roger. Like Kaido said roger brought the "world" on heels but actually he didn't. The world is ruled by WG and he didn't beat them. He didn't beat WB. Didn't beat BM.
Only win is that shiki acknowledged him. He only become PK due to luck and WB lending oden. Oda should have made Roger beating WB extreme diff or roger pirates beating bunch of admirals etc.
