Oda has been teasing Ryokugyo for far too long. Out of all the "major world powers"(Shichibukai, Worst gen, yonko, marines, revolutionaries) that Doffy mentioned in the whole Throne wars panel, he is the ONLY one who has yet to be revealed.
why? Oda had multiple opportunities. He could have introduced him after dressrosa, after WCI, or even during the reverie, but the best we have for him is a silhouette. Why? Why is Oda holding out so much on Ryokugyo?
there has to be something special about Ryokugyo and it must be something more than him being an admiral. So what can it be? Here are my thoughts:
