General & Others Ryuma, Zoro and Oden are all swordsmen from the literal land of swordsmanship, yet not a single supreme blade

Ryuma probably became attached to shusui and stuck with it raising it's ranks instead forging it into unbreakable kokuto to withstand his haki
Oden was simply not strong enough to elevate enma and ame no habakiri. For zoro it's just a matter of time before he has 3 of them.
Fuji is goated he is worthy of a supreme grade meito

Wano isn't like The Land of Swordsmanship though, it's more like Land of Swordsmiths,
It's known as Land of Samurai but we've seen that Samurai doesn't translate to Swordsmen only,
Sword is Basic Weapon of entire OP World, it's Everywhere, alongside Rifles (Then comes other Variations of Blades & Firearms ... etc),

Knights can be associated with Swordsmen as much as Samurai for example,
It's just what each Kingdom call it's Warriors, but ultimately Majority of OP World use Swords,
Even Culturally, there are many around the World who resemble Samurai, also many who resemble Knights, many who resemble Vikings ... etc

Oda simply didn't want Zoro to have a Supreme Blade yet, that's why He didn't let any Supreme Blade be on Wano,
So what happens to those Supreme Blades out there? Obviously Oda will let them fall in the hands of those who Rule the World or almost up there (Pirate King, Yonko, Greatest Swordsman, an Admiral, Gorosei ... etc)

I consider black blades a conceptual misfire, and the blade grading system not far from a failure.

Like Haki, I don't believe Oda had his sword system fully thought out early on, and it changed considerably over time.

I think he was of two minds early on how important the samurai influence in particular would be. Certainly, I don't think he thought he'd take anywhere near as long to get to Wano, so it's very possible a lot of clues and milestones regarding expanding those concepts were discarded over time.

I wish Oda had gone in a completely different direction with them, especially with Zoro. imo Zoro should end the story with three black blades, a record surpassing that of another famous swordsman who was considered the only real rival to Ryuuma and wielded two katanas (maybe another ancestor of Zoro).

Were it up to me, Zoro would have achieved his first black blade in Enma when he awakened his CoC against Kaidou or as he used Dragon Damnation to take out King. Second should have been Sandai Kitetsu when he defeats Nusjuro. Finally, Wado Ichimonji when he defeats Mihawk.
