Sabo is not a joke specially right now after all what weve seen to 1010 manga chapter of onepiece.
I bilieve that Sabo has the advance conquerors haki just like Luffy, Shanks, Whitebeard, and Kaido.
One reason that i think he does is back when he fought burgees, that time when burgees try to let Sabo lower his guard down to ambush attack him i think he uses conquerors haki that time mix with the mera mera no mi that eventually burned and beat burgees.
A second why he has it, is that Fujitora has mad respect to Sabo during their conversation its like Fujitora knew his not kidding.
Third one that i think is that Dragon wont let him be the second division if Sabo doesnt have this power! This power is a must for a second division incase Dragon dies theres another powerful being who will keep his dream lives on just saying...
