They were restricted in the Empty Throne, not outside Pangaea. How are they going to reach Wapol without causing collateral damage and end up becoming known to everyone?

You could see Imu went for the kill as soon as Cobra said the D then the same again when Sabo carried him. So, they probably wanted to frame Sabo up for murder which worked.

1. Imu attacked Cobra before he knew Sabo was there
2. if they wanted to frame Sabo they wouldn't have chased him
3. the photo of sabo was already taken before they started chasing him

He wanted Sabo to be there and escape while also wanting Gorosei and Imu to chase him but not catch him. So he had to make villains into retards.

Just like Oda does not let Saturn use paralysis on Luffy and easily kill him.
