I think Jiraiya high/extr diff, he has just too many aces up his sleeve to lose to 7 gates Gai (and he can't mantain that form for too long before getting exhausted).
Flames, rasengan, sage mode stats buffed, sealing jutsu, toads summoning, genjutsu, very high combat IQ.
In hand to hand combat Gai outclasses him, but I don't think Jiraiya would be speedblizted and one-shotted before doing his tricks.

Being able to even contend for a bit with a Single-Rinnegan version of Juubi Madara places 7th Gate Guy way above Sage Mode Jiraiya's paygrade, who attempted every trick in his arsenal against the Six Paths of Pain but could only manage to prolong his survival for a little while before dying.
Even Edo Madara and his incomplete Susanoo is way above the Six Paths of Pain from him demolishing all of the other Kage (including the Raikage) almost effortlessly, and that version is <<< Six Paths Madara.

I'm going to side with jiraiya, he's very versatile and varied in jutsu and won't let himself be attacked stupidly.
in comparison, Gai can't use the 7th gate for more than a few seconds (maybe 1 min at the most) and becomes extremely vulnerable immediately afterwards
And the reason why gai put pressure on madara jj is because at that time madara's weak points were taijutsu and senjutsu.
gai being a specialist in taijutsu, it's normal for him to do that, unlike minato who considers himself very bad in senjutsu (with kakashi's confirmation).
So I don't think we can use this example of madara jj to judge gai 7th gate against other characters.
The fact that he managed to put pressure on him in this context with madara's weakness, doesn't mean he's stronger than any ninja incapable of doing the same.
It's much more subtle than that, madara jj as juubi's host is truly vulnerable to taijutsu and senjutsu (just as we've seen naruto sm and gamakishi have a real impact on juubito), which doesn't mean they're stronger than all the other characters who aren't able to hurt juubito, just that senjutsu is also a weak point for juubito as it is for madara jj.
