Burgess got curbstomped by Dressrosa Sabo, who was only YC1 level. Sanji is gonna be beating a YC2 in the next few chapters, meaning that Sanji is already substantially above Burgess. Unless Burgess eats the most OP fruit ever and improves his Haki by quite a bit, he has no chance of being a high/extreme diff fight for Raftel Sanji

Doesn't matter what level he currently at. He'll fight Sanji, on that moment they will be roughly at same level regardless on where you actually place them at.
