personal opinion dont think he gets it. people trying to use narrative patterns to justify why this person has it and the other doesnt are wasting time. oda isnt consistent with such, asking why should sanji get it is more relevant here.
zoro's was heavily hinted and we all assumed he was simply intimidating.
however it seems to reach a certain tier
its almost a requirement, so sanji may well have to, law as well. however its also possible am wrong here and coc is just so prominent in wano as fs was in wci. in such case they arent getting it.

Idk why everyone keep bringing back chapters of past of how Sanji was before compare to how he is now. By that logic, Zoro begging Mihawk takes him away from COC given COC can't 'beg' for help. You guys are idiots and Sanji having COC is heavily implied and hinted for many times on the series. Copium of the chapter isn't taking away what is canon, guys.

Well one of recent ones is Oda himself choosing to put on Volume Cover of 'Conquerors' and on there he could have put anyone who have COC already like Yonkos and Luffy or something, but instead he chooses Luffy, Ace, Yamato, Zoro (Before it was revealed on him), and Sanji apart of it. Why choose them instead of those who already have it? Plus there are also traits of leadership, bloodline, and his will shown of that of Conqueror too. Idk why denial on him not having it when Oda have put heavy hints about him having it there.
Exoskeleton, super speed and strength, couldn't get to Vergo level on his own, has the weakest CoA in the story. Without Judge there's no PU and haki isn't part of the pack. 
Nah his COA is one of the strongest if he is hitting harder than Big Mom and Macro did onto Queen. Your on copium cause Zoro is punching bag for King as shown
