Firstly, it makes zero sense to suggest that Sanji's COO is better than someone who has an advanced form of the same haki. Sanji's COO is better than Luffy's because what? He sensed an enemy on the same floor that Luffy didn't?

What about this then? Pretty sure you'd call me insane if I suggested that this feat makes Zoro's COO better than Luffy's and Katakuri's.

An Island wide COO feat very similar to what Kaidou did this chapter. When Katakuri didn't sense his sister who was not far away from him attacking Luffy & Luffy didn't sense Black Maria or the trap on the Third Floor. Makes zero sense to use those as an argument for character 'X' having better COO than character 'Y'.

All you can say is that Sanji has better sensory range than Luffy though. Does not mean his COO is better, we know that for a fact when Katakuri didn't sense Flampe.
