Power wise, Sanji might not be the best but it's not that bad lol.

He is the type who would be a 7-9 in all aspects (from design to subplot to scenes), but can't get a 10 in anything.

in Wano, Oda deleted the whole concept of Sanji as "strong person with martial might / strong body" as opposed to Luffy having DF and Zoro using swords, by converting him into Science Warrior first with Raid Suit, then with Judge's son bloodline.
And then even with Raid Suit, fodder like Page One still smacking him around and Sanji still can't defeat the Flying Six level even with his new power up.

Then he basically get game over against Queen but thankfully Judge's son bloodline saved his ass. And Oda made Queen lost while he was being distracted with the geisha.

In Egghead, he again got treatment of Science Warrior. From dealing 0 damage against S-Shark even with Germa bloodline, to tank Kizaru's laser with Vegapunk boots. It is as if the power up from Judge the rank 2 scientiest is not enough anymore and Oda resorts to giving Sanji power up from Vegapunk the rank 1 scientist.
But even then he still failed to protect Vegapunk.

7-9 only in cooking
Design 3/10 generic looking fodder, with unique eyebrow that's all.
Subplot 2/10 turning him into kidnapped damsel, crying princess, fooled by Pudding in beginning, and ungrateful bastard who KOed Luffy who was already tired fighting Cracker for 11 years.
Scenes 3/10 sure he got some cheesy lines like that apology letter toward Kizaru, only to let Vegapunk dead in following chapter. Total loser.

It is not just the claim.
Zkk was plausible for a long time.
It was that it became impossible when Zoro left rooftop, ridicolous when he started to fight king. People kept pushing ZKK after the grim reaper panel, which was pants on head retarded.
All the while, there were threads, posts, insults thrown about everyone being blind and that ZKK would triumph. For months. Brigading in most threads to flame about it.
It was not "just a theory".

- sanji faster than boundman
- Sanji didn't get folded by Vergo/Doflamingo/Viola all in the same arc, we don't know how the fight between him and doflamingo would have ended
- sanji SPEED BLITZED Oven who didn't know he was there and it definitely wasn't a sneak attack but also Yuen in the same arc apparently didn't speed blitz sanji even though sanji knew he was there

Sanji fans #1 mistake across the fandom : you're just expecting too much of him.

1. It just mean with his talent he can't have that strong body in age 21.

2. He got smacked around to showcase RS defense, it's main point.

3. After Geisha, Queen can smack Sanji around just fine. He just got overpowered after.

4. Why give a big scene to Sanji only to give it to the boots, that's counterproductive.

5. Vegapunk needs to die so the message can be played, it tied to his heartbeat.

There are two things here: Rivalry and power levels.

Rivalry is between two characters, we see plenty of examples in Mangas: Rukawa v Sakuragi, Rukawa v Sendo/Sawakita, Naruto v Sasuke, Sasuke v Rock Lee, Goku v Vegeta, Goku v Piccolo etc.
Half of my examples are rivalry between people with the same power level, the rest are between highly different power levels. I would spit on anyone saying that Rukawa and Sakuragi are not rivals, even if one is the best player in Japan (arguably) and the other is a novice.
Buggy and Shanks are slightly depicted as rivals, and the story pushes them a bit in that direction, but it's not even comparable to the levels I describe above.

Going back to Zoro v Sanji, this is a rivalry about being "better" one of the other. They both make remarks about each other, (1000 v 2000 men worth, lately the comment of Sanji during Zoro v Lucci). I don't give a shit who's stronger, Zoro is canonically stronger than Sanji as his role in the crew enstablishes it, but this doesn't mean that they are not "rivals".

Just to reiterate, at no point in the story is said that Vegapunk boots can manipulate light or laser.
It's only addressed once and specifically for the gloves designed for that purpose.
It's a shonen, just like Luffy got the God Fruit and Zoro got the supreme haki weapon, so sanji got a power up. The mental gymnastic that a given retarded fanbase do when characters get power up are insane.
