Sanji is and always was the vice captain.
Sanji saved zolo and he lead the group in zou in stampede sanji always saves the crew and Luffy stated in WCI that without him he cant be the pirate king and if someone says cause he is the cook oda stated that nami and usopp can cook too.nami even stated to law that they the curly brows pirates.

we never seen luffy claiming he cant be PK without Zoro. well thats becouse Zoro is just a fighter, withaut a plot, backstory and have nothing interesting about himself.
Mihawks title of WSS is meaningless and nobody cares about it... its a joke... Katakuri would destroy King and zoro both at the same time
