Unfortunately, Sanji having ACoC won't happen because it's too deep into "Haki" skill tree, when :

1. Sanji is now dubbed a Warrior of Science.
2. ACoC users have high CoA level, Sanji doesn't

Not mention it is completely unbalanced thematically & narratively. Even Sanji having CoC itself is more about hyping Zoro & Luffy instead of himself.

However, in your case example, ACoC is unnecessary. A burst of CoC is enough, because Law himself dispels DF effects with normal Haki.

After Sanji is shown that kind of speed, it would need a heavy narrative bind to make Sanji getting hit by slow/non-instant attacks like hypnotize. Then again, Oda hates Sanji...
