The cook doesn't get the cool stuff because he would devalue them, why would he need FS to fight against Laffitte or Burgess, exoskeleton covers his lack of top tier armament, CoC coating is impossible, only legends, Yonkos and Zoro and Yamato have it, the future WSS and WSC.

Well,RIP Sanji getting anything haki related in Wano.He seems to have used ryo on his flames.In Elbaf i think he will get future sight and/or coc.

I'm not biased so I believe it would not constitute a scandal if Sanji unlocked CoC, but I don't see that much ground either.
