1. Jinbe, we need non-human, in this case Fishman, CoC user. Also SH needs at least 3 CoC users to achieve PK level (common Yonko crew has 2).

2. Usopp, only if it tied to his dream (moment he achieved it). Foreshadowed before, so it'll make sense despite it being useless.

3. Sanji, doesn't need it, both character-wise and plot-wise. He only lacks AP to be top tier, and base CoC won't do much.

Honestly Jinbe isn’t necessarily lacking anything and like most the warlords them getting conquerors on paper wouldn’t not make sense but I just doubt he will

Usopp tried killing Luffy and commit munity because the ship his boothang gave them couldn't be repaired

Sanji and Jinbe don't have the conquerors mindset or a selfish goal

Jinbei will never have CoC. Maybe Usopp and Sanji get it in Elbaf and final war respectively
