Right there's also this to consider. But in general I doubt there's a point in portraying an outlier in the first DB series regardless, just for the sake of it.

Most people disagrees nowadays with the "Thats a outlier" stuff about Roshis moonbuster

Roshis PL was 180 and BoZ Piccolos was 408.Kami had a PL of 220 and he recreated the Moon same as Shenlong.Shenlong shits his pants in front of King Piccolo(PL of 260) because he was clearly unable to affect King Piccolo because we know,Shenlong cant affect stronger people as himself unless they give him their permission.
