Narratively speaking, it doesn't really make sense why Sanji would have CoC in the first place. Individuals with CoC typically have a goal they want to achieve that involves conquering, like defeating someone or achieving a position of power. Sanji, to my knowledge, does not have a goal that fulfils either criteria so I do not believe he will unlock CoC.

I used to believe sanji would get it cause he's M3 but i no longer do ever since usopp got coc teased before sanji, and now with him using germa's power it settled in stone sanji lacks the disposition of a conqueror.
If he had gotten a haki power up against queen then i would've reconsidered.

Maybe Sanji Will have FS but nothing more in terms of Advanced Haki

His skin and esoskeleton with Germa's DNA = CoA+
His flames with Germa's DNA = Strong Offensive Power Up, like Ryou+ or maybe even more stronger, so CoC
FS = CoO Power Up

He doesn't need a progression in Haki like Zoro or Luffy. He has technology. He Will fight top tier or low top tier even without Luffy's or Zoro's Haki.
