Does it though? We had 2 mafia teams in the CG game, one mafia and one cultafia, iirc, plus a serial killer and at least another indie. The game had the same number of players.

Eh, scum will be hunting scum too. It's tough because it would allow scum to mitigate common scum tells because they'd also be hunting scum but on the other hand they'd also be firing at scum so it works out.
