Luffy was still laughing after he saw Kizaru skewer Vegapunk. He was even laughing beforehand when Vegapunk was bleeding out on the ground.
He was on the ship going “Hya ha ha! This is gonna be fun,” with Vegapunk’s dead body just a little distance away.
Simply terrible.
