We don't know enough about Stronger to say yet, the only change we've seen is a pair of wings

A Pegasus is just a regular horse, but with wings, so there really is no way that Oda could give Stronger a hybrid form that gives him some sort of advantage over his Pegasus form. At least with Sengoku, you could argue like Linyagi did that his hybrid will just be his beast form but smaller (as dumb as that is), but there really is no excuses for Stronger

Remember that it’s not a rule that all Zoans must have a hybrid form. Luffy doesn’t. Onimaru doesn’t. Inanimate objects that are given a Zoan power also presumably don’t.

Also, consider what would happen if a regular human ate the Hito Hito no Mi. They literally can’t have a hybrid form because there’s nothing to hybridize

It is possible yes, given how little Stronger's fruit changes his body, he's a horse that ate a horse model fruit, at least in Sengoku's case we see substantial changes.

Sengoku yes but stronger that's debatable. Human zoan devil fruits are the ones specifically that don't have a hybrid yes that includes luffy.

Think about it… what would a hybrid between a horse and a Pegasus even look like? A Pegasus is just a horse, but with wings. There is absolutely no benefit of a horse being only 50% Pegasus instead of being 100% Pegasus.

The same logic works with Sengoku. The Buddha is just a human, but enlightened. What benefit would there be to being only half Buddha, meaning only half enlightened?

Any creature that eats a Zoan Fruit that turns you into your current species doesn’t have a hybrid form

Enlightened is their Awakening... Half Enlightened is their Hybrid...

Stronger is going to be the Orochi of the BBP, we'll never see its hybrid form, it would probably look the same as its Zoan or have smaller wings, also Stronger didn't increase in size so maybe the hybrid form would make it bigger.
