We often talk about the fights during the final arc. Yet, I haven't seen many people care about those characters.

Imho, Sengoku will betray the WG in the final saga. We have already seen his doubts about the actions of the wg.

Sengoku could defeat Kong in the final arc and then take over his role.

Sengoku is a government dog with no back bone he will not. We already saw his reaction to Garp going to Hachinosu.

Kong is loyal to the WG while Sengoku has his own moral/code so he is more flexible while Kong will obey without any doubt.
