After shitting on some injured guys its an utterly weak display to get curbstomped from afar.
I would still say that people interpret way too much into these kinds of situations if it somehow suits their agenda.
For me its just an Admirals showing up to remind the audience that these guys still exist in some form and are not completely irrelevant.
Neither Kizarus appearance nor Greenbulls had any impact on the story that the Gorosei could not have on their own.
All in all its filler scenes that have little to no relevance and should be treated as such.
I strongly dislike agenda driven interpretations.
