Not really. The avg YC1 level guys like Kata, Benn and Janitor would still be high diff fight for Zoro. Guys like King and Marco is a different scenario.

King and Marco both without restriction can go toe to toe with Zoro.
Marco would probably lose. Flame On King wins against Zoro

Shamrock will give a tough fight for the Straw Hats first to maximize Loki hype.

If Shamrock attacks his crewmates or attacking the Giants,Luffy will block the attack.And if Shamrock dont stop,Luffy will do a counter attack at some point.

Plus,so far it looks Shamrock is the Mainvillain in Elbaf hence he is Ruffys fight.Unless Elbaf is like Zou which i doubt
